People who ride or drive vehicles into the special scenic area along the coast of Qigu are considered in violation of the regulations. The Headquaters will collaborate with the police force to step up the crackdown efforts.

In order to prevent the destruction of the vegetation and topography of the sandbank and impact on the ecological environment and the local industries, vehicles will not be allowed to enter the special scenic area along the Qigu sandbank area of Taijiang National Park (known as the sandbank scenic area). The Seventh Division of the Seventh Special Police Corps will assist the Taijiang National Park Headquaters (referred to as the Headquaters) in the crackdown efforts, and violators will be given a fine from NT$1,500 to NT$3,000 per violation.

The northernmost part of the sandbank scenic area is the Qingshan fishing channel, and to the south is the southern border of New Fulunshan. The entire area covers the sandbanks of Qingshan Port, Wangziliao, Dingtoue, and New Fulun. Sandbanks are a type of unique landscape of Taijiang National Park and the natural barrier for Qigu Lagoon. They shall be protected from human disturbance.

The sandbanks of Qingshan Port and Wangziliao were originally separated by tidal mouths, and the two areas became connected in 2018 due to sand accumulation. The Headquaters has recently witnessed vehicles traveling directly from Qingshan Port sandbank to the Wangziliao sandbank and has asked the Seventh Division of the Seventh Special Police Corps to increase their patrol frequency. At 9 pm on March 26, 2020, the patrol force found 3 people on their motorbikes and 1 on a beach ATV entering the Wangziliao sandbank area, and tickets were issued to the violators in accordance with the National Park Law.

In accordance with Paragraph 7, Article 13 of the National Park Law, vehicles are not allowed outside the designated areas of national parks which have been specified. Article 8, Chapter 3 of The Established Measures of Protection for Taijiang National Park has also required that visitors are not to leave the designated trails or observation areas without permission except for an emergency. Those who ride beach ATVs on the special scenic areas along the coast of Qigu should be given a fine of NT$1,500 to NT$3,000 in accordance with the National Park Law. Signs for the relevant prohibitions have been placed at the junction of Qingshan Bridge and Qingshan Port sandbank since November 14, 2019 to call for the cooperation of the public.
