Do the jurisdictions of Taijiang National Park and the Southwest Coast National Scenic Area overlap?

At present, a part of the jurisdiction of Southwest Coast National Scenic Area and Taijiang National Park overlap; Taijiang National Park mainly focuses on conservation of wetland ecology, Taijiang historic sites, and industrial culture, while the Southwest Coast National Scenic Area mainly focuses on the development of sightseeing tourism. They each have their own responsibilities.The differences between Taijiang National Park and the Southwest Coast National Scenic Area are as follows: 
(1) Different competent authorities: The competent authority of Taijiang National Park is the Ministry of the Interior (Construction and Planning Agency); the competent authority of the Southwest Coast National Scenic Area is the Tourism Bureau, MOTC. 
(2) Different Sources of Law: The applicable source of law for Taijiang National Park is the National Park Law; while the applicable source of law for the Southwest Coast National Scenic Area is Sightseeing Development Rules. 
(3) Different Purposes: Taijiang National Park was established to protect the precious natural resources and cultural assets and provide ecological tourism; the Southwest Coast National Scenic Area was established to promote sightseeing tourism.
